If he lets a bleeding man die, he will have the guilt of not making an effort to save the life of a human being, thus he is not doing his duty as a doctor. If he saves the General and gives him life then he will think that he has saved a man who may be (in indirect ways) held responsible for the death of his wife and 20000 more people.
According to me, Dr. Rehan should not forget that he his roots and his duties. It is the very land of Anarsia which has given him an opportunity to become a doctor and serve the people. His first and foremost aim should be to help and save people’s lives. He should not distinguish amongst a citizen, a soldier or a general. The value of human life is more important than any thing else.
Given the number of changes that have taken place and the new orders passed by the government, Tungans are fearing that their identity in their own motherland. Their region contributes to 65% of the GDP of Anarsia, they contribute a large chunk to the military of their nation. But now the government has imposed several harsh restrictions. Their language been removed from the official language list of the nation. The wide scale uprising among the people is their way of fighting against the government. As far as his personal loss(death of his wife) is concerned, the general cannot be held responsible for that. He is just a leader who wants his voice to be heard. Although his means to achieve his goal is not constitutional, Dr. Rehan should not sto the good work. He should perform his duties.
