    GD Prep Topic 10: Nitiaayog is all set to reform India

    Rules of the discussions:

    Just after assuming post, the Prime Minister announced disbanding of Planning Commission and announced the inception of National Institution for Transforming India (NITI) Aayog. It is a policy think tank consisting of experts who will give advice to Central/State governments on strategic issues.It will ensure that their is better Inter-Ministry and Centre-State coordination. This will help in faster implementation of policies. Special efforts will be dedicated to ensure that the weaker sections of the society are adequately benefited. Through NITI Aayog, State will be regularly involved and thus the progress will be monitored effectively.

    It is still not very clear on how the funds will be allocated to the States. Earlier Planning Commission used to devise five year plans and allocated funds as per Gadgil-Mukherjee formula. Only time will tell whether NITI Aayog will be able to revolutionize India or will it be the same as PC with a different name

    Modi government has announced the replacement of the 64- year Planning Commission with the National Institute for Transforming India, which would be based on a bottom up approach of development rather than a centralized approach where development of states were governed by the center. This looks to be a very positive approach because it will provide technical and strategic advice for formulating plans at village level and then aggregate them at higher level. the new body gives room to states to tailor schemes to suit their unique needs rather than to be dictated by center. This is done keeping in mind the diversity in different states of our country.
    But just changin gthe structure is not enough. The responsibility of monitoring and evaluating the implementation of programmes is equally important. The monitoring functions of the erstwhile planning commission that have been retained in NITI Ayog, the success depends on the its effective and proper monitoring of use of funds by states.

    I believe Niti Aayog is a good initiative taken by our government. The involvement of State in strategizing the future plans will be improved. The relation between the centre and state government in making a better India and upliftment of people might increase. Also, the disbursement of funds by Finance Ministry is a welcome move. I just want to indicate a couple of points which should be preferred according to me are as follows:-

    1) There should be no bais between those states having the same government body as the centre and those who don’t while disbursement of funds and during strategising the plans.

    2) Being the head of Niti Aaayog, Mr.PM, should have full involvement at each and every step for the success of this initiative. It should not be left as a mere replacement of name from PC to NITI.
